Description
The City of Fountain Valley is soliciting proposals from qualified private ambulance service providers to furnish contingency surge Basic Life Support (BLS) ambulance transport services. The contractor will provide supplemental transport capacity when activated by the fire department during peak demand, simultaneous calls, multi-casualty incidents, mutual-aid deployments, planned events, disasters, or periods when city resources are unavailable. Services are limited exclusively to BLS transport; the contractor may not self-deploy or provide ALS interventions or critical-care transport. Fire department personnel may provide ALS first response and retain patient care. The contractor must maintain a fully staffed 24/7/365 dispatch center, respond within specified activation and arrival standards, staff each deployed ambulance with at least two California-certified EMTs, and provide compliant ambulances, equipment, communications, reporting, electronic patient care records, quality assurance, and monthly activity reports. Proposals must include a technical response and a separate cost file covering the three-year initial term and up to two optional one-year extensions. The proposal response is limited to 20 pages and must include company experience, key personnel and past performance, approach and schedule, quality control, five comparable references, and pricing information.
