Description
The City of Laguna Beach is seeking qualified consulting firms and subconsultants to lead a comprehensive update of its General Plan and prepare the associated California Environmental Quality Act environmental documentation, anticipated to be a program-level or focused Environmental Impact Report. The work includes reviewing the existing General Plan, Local Coastal Program, zoning regulations, specific plans, technical studies, and applicable State requirements; refining guiding principles; preparing updated General Plan elements; coordinating Housing Element and Regional Housing Needs Allocation work; addressing coastal resources, mobility, evacuation, hazards, resilience, historic resources, infrastructure, sustainability, and implementation; and coordinating with the California Coastal Commission and California Department of Housing and Community Development. The scope also includes technical studies, GIS mapping, traffic and multimodal analysis, watercourse mapping, historic context work, public-engagement support, CEQA notices and analysis, mitigation monitoring, responses to comments, findings, implementation planning, monitoring tools, and administrative, public-review, and final General Plan documents. The anticipated project duration is approximately 30 to 36 months following notice to proceed, with Housing Element certification required by no later than October 2029. Proposals must include a separate cost file and address the specified qualifications, methodology, key personnel, references, budget, conflicts of interest, and exceptions requirements.
