PUBLIC NOTICE OF RFP FOR THE PROCUREMENT OF WEATHERIZATION SERVICE PROVIDER TO MULTI-FAMILY HOUSING UNITS NOTICE IS HEREBY GIVEN that the New Mexico Mortgage Finance Authority (Housing New Mexico | MFA) (“Housing New Mexico”) is releasing an RFP for the procurement of a provider of weatherization ser- vices for multi-family housing units. The purpose of this Re- quest for Proposals (“RFP”), issued pursuant to Housing New Mexico's Procurement Policy, is to solicit proposals from qualified Offerors capable of providing multi-family weatherization services from 2027-2032. Housing New Mexico is the direct grantee for DOE WAP funding, which will be allocated through a competitive process to eligible Offerors. Housing New Mexico will enter a weatherization con- tract for the Program Year (“PY”) 2026-2027 for training purposes and PY 2027-2028 for multi-family weatherization implementation with the suc- cessful Offeror. Description

Housing New Mexico, the New Mexico Mortgage Finance Authority, is soliciting qualified Offerors to provide multifamily weatherization services statewide under the NM Energy$mart Program from 2027 through 2032. The program is funded through the U.S. Department of Energy Weatherization Assistance Program and other funding sources and is intended to improve energy efficiency, reduce energy costs, and protect the health and safety of income-eligible renters and homeowners in multifamily housing. The selected provider will support training and implementation, including weatherization of eligible units, energy audits, construction-related work, testing, quality control, resident outreach and intake, program administration, reporting, and required inspections. Offerors must demonstrate appropriate licensing, certifications, financial capacity, organizational capability, relevant experience, staffing, implementation planning, and compliance with applicable federal, state, DOE, and NM Energy$mart requirements. The RFP training is available in person or virtually, with pre-registration required.
