Description
The Oregon Health Authority is soliciting professional services to design and configure a Smartsheet-based financial management framework for its Mental Health Block Grant and Substance Use Prevention, Treatment and Recovery Services Block Grant programs. The solution must consolidate contract information, posted payments, planned spending, program-area classifications, pipeline commitments, grant phases, and compliance indicators into contract-level, portfolio-level, and cross-grant views. The contractor will configure Smartsheet structures, dashboards, data relationships, Data Shuttle and Data Mesh tools, pacing and compliance indicators, phase-depletion warnings, risk alerts, and planned-versus-actual spending reports. Work will be performed collaboratively in agency-provided Smartsheet environments using dummy or simulated data; the source systems will remain the agency's systems of record and the solution will not directly connect to non-Smartsheet systems. The offer must include a methodology and draft Statement of Work, relevant experience and staff qualifications, technical approach, references, a completed Offeror Information and Certification Sheet, a detailed Cost Sheet, and other required solicitation forms or affidavits as applicable.
