Description
The general contractor will provide supervision, labor, materials, equipment, and construction management to demolish and rebuild the Kautz Road Substation. Work includes demolition of existing structures and electrical infrastructure; expansion and foundation work for a new control building; civil utility upgrades and pavement renovation; low- and medium-voltage electrical work, including feeders and a transformer; harmonic filters; and installation of 345 kV substation yard equipment. The control building and certain major equipment are furnished by FermiForward for contractor installation. The work must be coordinated with the laboratory’s accelerator shutdown and completed within the specified construction window. The solicitation requires a technical proposal and business-management/price proposal, including a firm-fixed-price form, bid guarantee, financial statements and surety letter, certifications, safety and quality documentation, and detailed project approach and past-performance information. A non-small-business offeror considered for award must submit a small-business subcontracting plan. The RFP anticipates one subcontract award and permits subcontracting subject to FFDG consent.
