Description
Cook County seeks a construction manager at risk for preconstruction and full construction services for a new approximately 120,000-square-foot Medical Examiner’s Office facility, including site development and overall site coordination. The scope includes constructability reviews, cost estimating, value engineering, schedule validation, procurement and construction management, and coordination with the design team and other project participants. The facility is intended to support net-zero-ready design, decarbonization, and material circularity. A separate contract will cover the parking garage, and the existing Medical Examiner’s Office will remain operational until the new facility is complete and occupied; its demolition is also under a separate contract. The selected firm will be chosen through a qualifications-based process, with scope validation and fee negotiations after qualification and evaluation. The submittal must address the firm’s relevant experience, project approach, key personnel, references, financial capacity, insurance capacity, and MBE/WBE participation. The RFQ sets MBE/WBE participation goals of 24% for professional services and 21% MBE plus 9% WBE for construction, and requires the completed M/WBE utilization plan and current certification letters for proposed firms.
