Description
The Town of Surf City seeks statements of qualifications from professional engineers to establish a Solid Waste Enterprise Fund and restructure its waste management financial activities. The scope includes reviewing existing budget information; developing a five-year financial rate model that accounts for waste-management contract escalators, staffing, capital improvements, reserves, and growth; preparing a five-year Capital Improvement Plan for equipment and vehicles; and recommending rates sufficient to support operating, capital, and debt-service needs while maintaining adequate reserves. The selected engineer will also provide technical assistance regarding the legal establishment of the enterprise fund and best practices for converting billing and financial software from the General Fund to the Enterprise Fund. Task 1 is due within 45 days of authorization of the executed agreement, Tasks 2 and 3 within 90 days of execution, and Task 4 no later than June 30, 2027. Qualification submittals are limited to 15 numbered pages, excluding front and back covers, and should address firm and team qualifications, relevant experience and references, project approach, and supporting information. Evaluation weights are firm/team qualifications 25%, project manager and team qualifications 25%, relevant experience 30%, response capability and project understanding 15%, and office location and personnel availability 5%.
