CITY OF NEWARK NOTICE OF ADVERTISEMENT FOR BIDS NOTICE IS HEREBY GIVEN that the City of Newark Department of Water & Sewer Utilities will receive sealed bids on September 16, 2026 at 2:00 pm prevailing time at 920 Mayor Kenneth A. Gibson Boulevard, Procurement and Budget Unit 1st Floor, Room #115, City Hall, Newark, New Jersey 07102, from vendors/chemical manufacturers for: SUPPLY AND DELIVERY OF ZINC ORTHOPHOSPHATE FOR THE CITY OF NEWARK'S MONTCLAIR RE-CHLORINATION STATION CONTRACT NUMBER # 11-WS2026 At such time, all bids will be publicly unsealed, and their contents will be read aloud. Bid solicitation packages will be available for pick up or E-mail: waterandsewer@ci.newark.nj.us, free of charge, at City of Newark Water & Sewer Utilities, 1294 McBride Ave., Little Falls, New Jersey 07424, during normal business hours. Prospective bidders will be required to submit a valid fax number where addenda can be sent. NO BIDS WILL BE ACCEPTED AFTER THE BID OPENING HAS COMMENCED. Bids must be prepared and submitted using the standard Proposal Form that is provided in the bid document package. Each bidder shall submit one (1) original of their proposal, enclosed in a sealed envelope bearing the name of the bidder and clearly marked "Supply and Delivery of Zinc Orthophosphate for the City of Newark's Montclair Re-Chlorination Station - Contract # 11-WS2026. Facsimile transmissions (faxes) will not be accepted. Bids must be accompanied by a bid guarantee in the form of a certified check, bid bond or cashier's check in the amount of ten percent (10%) of the total amount bid, but not in excess of $20,000.00, made payable to the order of the City of Newark. The guarantee of the successful bidder will be returned upon execution of the contract. All guarantees of the unsuccessful bidders will be returned upon award of contract to the successful bidder. INSTRUCTIONS MUST BE FOLLOWED EXACTLY OR THE BID MAY BE DECLARED NON-RESPONSIVE. The right to reject any and all bids and to waive any informality in any bid is reserved if such an action is not detrimental to the interest of the City of Newark. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. (P.L. 1975, c.127) and N.J.A.C. 17:27-1.1 et seq., concerning affirmative action, and any amendment thereto, and P.L. 1977, c. 33, which refers to the statement of corporation ownership. We encourage bid and RFP responses to be submitted via certified mail or overnight delivery to ensure timely receipt of responses. The City of Newark will conduct and broadcast the bid opening in real time at the Water and Sewer Department. Bidders and the public have the option of remotely accessing and viewing the bid opening in real time through Zoom conference call with visual and audio capability.
