Description
The City of Rock Hill is seeking a qualified firm to provide comprehensive third-party recovery and subrogation services for property damage involving City assets, including vehicles and mobile equipment; utilities infrastructure such as poles, signals, streetlights, and signage; water and sewer assets; and real property. Services include claim intake and case creation, liability investigation, evidence and cost documentation, itemized invoicing, pre-litigation recovery and collections, authorized litigation support, secure cloud-based case management, reporting, dashboards or on-demand reports, staff training, and transition from the incumbent vendor. The selected firm must support specified performance standards, including recovery-rate, cycle-time, aging-control, documentation-quality, and reporting-timeliness targets. Optional value-added services may include crash and damage analytics and safety recommendations. The initial agreement term is three years, with two 12-month options if exercised. Proposals must include company qualifications and experience, project approach and quality control, capacity, detailed pricing, at least three similar customer references, litigation and safety information, financial and insurance information, and other supporting data. The solicitation also requires responses to the electronic vendor questionnaire and certifications concerning suspension and debarment, South Carolina unauthorized-alien requirements, Iran divestment, and customer-service standards.
