Description
Oneida County seeks qualified organizations to provide one or more professional-services scopes for the FAA-designated New York UAS Test Site (NYUASTS) and SkyDome at Griffiss International Airport. Proposers may bid on individual scopes, combinations of scopes, or all scopes. Scope A covers day-to-day NYUASTS operations, including flight-test support, airport and air-traffic-control coordination, safety management, customer and visitor management, equipment and facility maintenance, records, reporting, and transition implementation. Scope B covers comparable operational management and testing support for SkyDome, an indoor UAS, IoT, robotics, autonomy, communications, sensing, cybersecurity, and cyber-physical-systems facility. Scope C requests NYUASTS technical services, including software, hardware, network, access-control, system-security, and CMMC Level 2 compliance support. Scope D requests SkyDome technical services, including system-security management and radio-frequency spectrum monitoring. Scopes E and F request separate marketing and business-development programs for NYUASTS and SkyDome, including positioning, digital marketing, lead generation, customer acquisition, industry outreach, partnerships, events, public relations, and revenue development. Proposals must address the applicable technical and operational approach, FAA compliance, safety and risk management, airport/ATC integration, business development, staffing, facilities and technology, financial structure, references, and proposer certification. The anticipated initial term is five years with renewal options at the County's discretion.
