Description
The City of Abilene is seeking a certified and qualified vendor to provide onsite pre-employment polygraph services for entry-level and lateral police officer applicants. The anticipated volume is approximately 40–60 entry-level candidates, with lateral recruitment occurring continuously. The vendor must provide pre-polygraph questionnaires, all necessary equipment and materials, qualified staffing, examinations conducted at locations provided by the City, and accurate written reports delivered securely within two business days after each assessment. Proposals must include pricing for an initial one-year term covering the remainder of 2026, with up to four additional one-year renewal terms by mutual agreement. The response must address the requested scope, work plan, staffing and examiner qualifications, certifications, resumes, sample reports, three governmental references, pricing, insurance, compliance certifications, and authorization to bind. Professional liability insurance of at least $500,000 per occurrence is required, and subcontracting is prohibited without prior written authorization.
