Description
The Pennsylvania Liquor Control Board is seeking a contractor to perform approximately 2,500 background checks annually for prospective employees. Each check must include a Social Security trace with name and address verification, national, state, county, and National Sex Offender Registry searches, searches for all names used in Pennsylvania and elsewhere, and relevant misdemeanor and felony records from the preceding 10 years, including pending felony charges. Motor vehicle records may be requested for positions requiring a driver's license. The contractor must provide source-verified court records, PBSA accreditation, at least five years of background-check experience, direct account support, an electronic request platform with access controls and duplicate-request safeguards, encrypted information handling, and in-house performance without third-party outsourcing. Written PDF reports must be electronically submitted within three business days of each request, and the platform must support specified independent reporting functions. The contract is for one year with two additional one-year renewal options; subcontracting is not permitted.
