Description
Lake County seeks a collection agency to recover unpaid fees associated with emergency medical services and reimbursements owed by current or former employees. The scope includes account research and skip tracing, claims filing, billing and invoicing, patient and payer inquiries, payment-plan arrangements, payment reconciliation, and collection reporting. The contractor must provide a secure patient billing website, customer service in English and Spanish, and the systems, software, hardware, mailings, and other resources needed to perform the work. The County retains control over whether to pursue litigation. The proposal must include a detailed approach and staffing plan, continuity of operations plan, sample monthly and annual reports, a HIPAA compliance officer’s résumé, a sample Notice of Privacy Practices, financial stability information, and litigation information for the previous three years. The solicitation also requests firm qualifications, including at least five years of consumer collection agency services, three or more qualifying references, pricing, and specified forms and supporting records. The contract is an indefinite-quantity arrangement with no guaranteed service volume or expenditure; the proposed fee is a percentage of collections.
