Description
The Export-Import Bank of the United States seeks vendors for one or more five-year Blanket Purchase Agreements to provide worldwide recovery services for paid claims under its credit guarantee and insurance programs. Services include asset searches and due diligence; borrower negotiations, settlements, and credit restructuring; extrajudicial collections; recovery planning and status reporting; and, when authorized, litigation and other legal enforcement actions. Vendors must identify the countries they can serve and substantiate their operational coverage, including whether work is performed through their own offices, affiliated offices, or third parties. Legal work must use appropriately qualified and authorized professionals in each jurisdiction and comply with applicable laws. Quotations must include separate technical and price submissions, a worldwide capability summary and country coverage matrix, proposed key personnel and qualifications, and pricing for both the per-case due diligence fee and contingency fee. The technical submission must also include at least three completed or ongoing recovery-related project examples; fewer than three may result in an incomplete or unacceptable evaluation. The anticipated BPA ordering period is five years from its effective date; individual calls will set their own authorized work, pricing, and performance periods. The stated approximate $9 million value per BPA is for acquisition planning only and is not a guaranteed commitment.
