Description
The England Economic and Industrial Development District is soliciting sealed bids for Extension of Runway 18 Obstacle Removal, Phase 3, at England Industrial Airpark and Community. The scope includes clearing, grubbing, and grading approximately 42 acres, along with excavation, embankment, and drainage improvements. The project is subject to federal requirements including the Davis-Bacon Act, Buy American preferences, affirmative-action and equal-opportunity provisions, debarment and suspension requirements, drug-free workplace requirements, and applicable Small Business Enterprise participation and good-faith-effort requirements. Bidders must submit bid security of at least 5% of the total bid price. A non-mandatory pre-bid conference is scheduled for September 9, 2026, and bids are due September 16, 2026. Electronic bids and bid bonds may be submitted through Central Bidding, and paper bidding documents are available from the design professional upon a $150 deposit per set.
