Description
The City of Alexandria is seeking a transmission operator service provider to operate its transmission facilities 24 hours per day, seven days per week, 365 days per year. The provider must supply supervision and NERC-certified Transmission Operator personnel and operate a transmission control center with redundant and diversely routed data exchange infrastructure, redundant ICCP circuits, SCADA with a scan rate not exceeding four seconds, visual and audible real-time alarms, primary and backup voice communications, data-quality alarming, and on-site-generation backup power. The provider must also support safe and reliable operations under applicable NERC, SERC, MISO, and FERC requirements and interface with the City's power-marketing contractors. The contract term is a minimum of three years, beginning upon signing, with renewals available by mutual agreement. Proposals must include point-by-point responses to the RFP, qualifications and at least two references for similar services, financial-stability information, compliance demonstrations, a cost proposal with operating-budget and staffing details, proposed terms and conditions, assumptions, and the signed RFP acknowledgment. The City may evaluate an on-site demonstration or interview. Participation by minority and disadvantaged business enterprises is encouraged through the City's AFEAT Program.
