Description
The Massachusetts Executive Office of Economic Development is conducting a notice of intent to identify interested and qualified entities that can provide a comparable or better offer for a Social Impact Partnerships to Pay for Results Act (SIPPRA) project. The proposed work focuses on expanding access to workforce training and improving employment and earnings outcomes for Massachusetts workers. The selected entity would work with the agency to develop the federal funding application and project design; structure and implement an outcomes-based financing model; secure and maintain private-investor commitments; coordinate the agency, investors, workforce-training programs, and other participants; support evaluation planning using a digital-twins methodology in coordination with an independent evaluator; and, if funding is awarded, implement and manage the resulting project. Respondents must provide evidence of qualifications, financing availability and investor commitments, their approach to workforce-model design and management, evaluation support, complete financial terms, payment sources, and any required Commonwealth funding.
