Description
Greenville Utilities Commission is soliciting bids for construction of an approximately 0.6-mile, 8-inch PE natural gas main extension. The work includes conventional installation, six horizontal directional drills, one jack-and-bore crossing, tie-in to the existing natural gas distribution system, testing to 90 psig for a 60 psig maximum allowable operating pressure, pigging, cleaning, purging, gassing-up, restoration, and abandonment of an existing gas main. The owner will furnish the pipe, fittings, valves, valve boxes, tracing wire, and line markers listed in the construction drawings; the contractor must furnish other materials, equipment, labor, traffic control, erosion control, and restoration. Bidders must be pre-qualified by Greenville Utilities Commission and demonstrate at least five years of relevant natural gas main or pipeline experience, including similar horizontal directional drilling. The contractor must provide operator-qualification records, drug and alcohol testing documentation, qualified fusion personnel, and required subcontractor, licensing, qualification, and project-reference information. A 5% bid security is required, and performance and payment bonds, each equal to at least the contract price, are required after award. The contract work must start no earlier than September 24, 2026, and be completed by December 23, 2026, with a 90-day completion period after contract times commence. Bids must be submitted as sealed physical bids to the Procurement Manager by the stated deadline.
