Description
The State of Hawaii Department of Health's Alcohol and Drug Abuse Division and Adult Mental Health Division are gathering information on an integrated care model for adults held at the Honolulu Police Department's Central Receiving Division while awaiting an initial court appearance. The contemplated service is continuous 24/7/365 coverage and may include medical screening and stabilization, mental health and substance use screening and intervention, medication reconciliation and management, withdrawal and overdose response, point-of-care testing, and escalation to higher levels of care when needed. Respondents are asked to describe their capabilities, experience, recommended staffing and service workflows, operational and interagency requirements, risks and mitigations, and estimated annual and startup costs. The model should also address care coordination, referrals and warm handoffs, continuity after release, transportation to temporary housing or other services, documentation and information exchange, and implementation considerations. This is an information-gathering request to inform a possible future RFP; it does not itself solicit a contract award.
