The U.S. Army Corps of Engineers anticipates soliciting a progressive design-build team for a nonorganizational vehicle parking garage at Tripler Army Medical Center. The scope is expected to include design development, preconstruction services, final design, and construction under a firm-fixed-price Other Transaction Agreement, with award followed by an initial design and preconstruction phase and a subsequent phase for final design and construction. Site improvements are expected to include site preparation and grading, utilities, storm drainage, roadway connections, pedestrian sidewalks, concrete curb and gutter, pavement markings, vehicular and pedestrian signage, landscaping, exterior lighting, and site furnishings. The facility must have a minimum 40-year life span and comply with applicable Department of Defense Unified Facilities Criteria, including energy efficiency, building-envelope, and integrated-building-systems requirements. Operation and maintenance manuals will also be required. This notice is for planning and industry feedback before the official solicitation is released.
