The Federal Bureau of Prisons is proceeding to Step Two of a two-step sealed bidding process for a firm-fixed-price contract to furnish all equipment, materials, and labor for the complete construction upgrade of the fire detection system at the Federal Detention Center in Honolulu, Hawaii. Only American Alarm Co., Inc. and Elite Pacific Construction, Inc., identified as having submitted acceptable Step-One technical proposals, are permitted to submit Step-Two bids. Further Step-Two bid instructions will be emailed to those contractors. The Step-Two bid is due October 28, 2026, by 2:00 p.m. Central Time. Bid bonds are required with the Step-Two submission, and payment and performance bonds, each for 100% of the contract amount, are required at award before issuance of the notice to proceed. The estimated project magnitude is $5 million to $10 million, and the procurement remains a 100% small-business set-aside.
