Description
The Washington State Department of Commerce is requesting information from vendors to help develop specifications and a budget for a potential contract for third-party quality assurance inspections of residential construction funded through the Community Development Block Grant–Disaster Recovery program. The contemplated work includes inspections of construction, elevation, and rehabilitation projects for compliance with applicable building codes, program standards, state and federal requirements, and construction contract scopes. Inspectors would document deficiencies and corrective actions and provide written reports with supporting documentation and photographs. The attached sample scope describes inspections of all funded work in the new and multifamily housing programs and at least 25% of homeowner elevation and rehabilitation projects. Inspections would take place after work is complete and before occupancy certification. The RFI asks vendors about service categories, pricing factors, scheduling, coordination, familiarity with federal program requirements and sustainability standards, barriers to bidding, and feedback on the sample scope. This is an information request only; responses are not required to participate in a later solicitation, and the agency is not obligated to award a contract.
