The New York State Comptroller's Office conducted an audit of the Lockport City School District's procurement of goods and services from July 1, 2018 through September 2, 2021, with some review extending back to June 2017. The audit found that District officials did not always follow competitive bidding requirements or the District's procurement policy. Specifically, officials could not demonstrate that they sought competition in a fair and transparent manner for a $3.3 million security enhancement project, including the selection of facial/object recognition software. They also did not verify that contracts awarded through 'piggybacking' met all prerequisites, and they did not seek competition for four professional service contracts totaling $238,000. Additionally, officials did not obtain the required number of written quotes for three purchases totaling $45,628. The report recommends that the Board enforce compliance with procurement policies, revise policies to require cost-benefit analysis for piggybacking, and ensure purchasing regulations are consistent with the policy. District officials generally agreed with the recommendations.
