Description
The Federal Aviation Administration is conducting a Sources Sought/Request for Information to identify capable businesses for a comprehensive, multi-phase safety culture assessment. The anticipated work includes establishing governance and detailed requirements; conducting an agency-wide climate survey with secure handling of confidential employee data; scanning existing data, artifacts, and leading practices; developing a safety culture assessment toolkit; and conducting qualitative and observational assessments at 3 to 5 pilot sites. Expected deliverables include governance and data-management documentation, assessment tools and standard operating procedures, environmental-scan and survey project plans, assessment results and data files, a recurring culture assessment technical report, and an improvement plan roadmap. The anticipated future contract would be firm fixed price with a 12- to 18-month period of performance, and may include an optional post-assessment transition and implementation-support task. This notice requests a capability statement, corporate qualifications, industry feedback, and a rough-order-of-magnitude estimate; it is not a request for proposals or offers.
