Description
The City of Livonia Department of Public Works is soliciting professional services to review and revise its existing Cross-Connection Control Plan and obtain approval from the Michigan Department of Environment, Great Lakes, and Energy. The contractor will manage an ongoing municipal program covering residential cross-connection inspections and surveys, compliance and re-inspections, backflow prevention device inventories and testing coordination, customer notifications, code-violation documentation, and provision of up to five approved hose bibb vacuum breakers per facility when needed for immediate compliance. The scope also includes Complete Distribution System Material Inventory data collection using the City's GIS platform, approved cross-connection-control software with online reporting and Cityworks integration capability, customer-service phone support, annual and quarterly reports, progress meetings, public education and informational meetings, and secure data management. The first contract year includes 7,000 residential surveys; years two through five include 3,300 surveys annually, with anticipated compliance inspections incorporated into lump-sum pricing. The contractor must provide qualified and certified personnel, relevant Michigan municipal experience and references, a Michigan office, and required insurance and bid security.
