Description
The Montana Department of Natural Resources and Conservation, through its Board of Oil and Gas Conservation, seeks a contractor to plug and abandon 35 orphaned coalbed methane wells and restore the well sites and one associated pit. Work includes mobilization and site access preparation; well control and plugging; removal and disposal or recycling of equipment and waste; pit restoration; surface grading and reseeding with approved native vegetation; and related environmental assessment and mitigation as site conditions require. The attached plugging instructions specify bentonite and Class G cement plugs, casing removal below ground level, and installation of an information plate. The proposal must include a work plan and implementation timeline, equipment and specifications, key personnel resumes, company qualifications and experience, at least three relevant references from the past five years, and a cost proposal for each well with a total project cost estimate. The solicitation states that pricing will be discussed during negotiations, so offerors are instructed not to enter a price in the event's service line item. Work is subject to Montana prevailing-wage requirements and a sage grouse seasonal work closure affecting 21 well locations. The draft contract terms also require insurance and, after a request for documents notice, performance security equal to 20% of the contract total.
