Description
The City seeks a consultant for professional engineering services for reconstruction and widening of Grand Avenue into a multi-lane urban corridor. The project is intended to improve safety, mobility, accessibility, and multimodal transportation. Anticipated components include roadway reconstruction, curb and gutter, sidewalks and a shared-use path, stormwater infrastructure, ADA and multimodal improvements, signing and striping, street lighting, and intersection improvements. Right-of-way acquisition and utility relocation will also be required. The consultant may provide project development and engineering services including surveys, property and right-of-way work, environmental compliance, preliminary and final design, public outreach, permitting coordination, bidding assistance, construction observation and representation, materials testing, and closeout documentation. The proposal must describe the firm's experience, project manager and team qualifications, available resources, and project methodology. Proposals are limited to eight pages, excluding specified front matter, resumes, and attachments; no numerical financial information is to be included. The City anticipates a single contract and will select based on qualifications and proposal scoring, followed by contract negotiations.
