Description
Montana-Dakota Utilities Co. is seeking proposals for capacity, energy, replacement energy, and ancillary services to supplement and firm its 25% ownership share of the Wygen III generating station and serve its Sheridan system load. Proposals may offer a power purchase agreement, an asset sale, or an asset sale option. The desired supply is 60 MW, with 50–100 MW considered; the desired term is 10 years, with 3–20 years considered. The desired start date is January 1, 2029, with later starts through 2031 considered. Proposals must identify the supply resources and delivery arrangements, and include pricing and associated costs. Ancillary services include generation scheduling, load scheduling and balancing, transmission and pseudo-point agreement management, and required reserves. Proposals are evaluated on price and non-price factors, including reliability, deliverability, credit, environmental impacts, and commercial considerations.
