Description
The Tarrant Regional Water District is requesting Statements of Qualifications from firms to provide construction management and resident project representative services for either the Marty Leonard Wetlands Program or the Mary's Creek Indirect Water Reclamation Project. Firms must submit a separate SOQ for each project they wish to pursue. Services include contract, schedule, quality, cost, risk, communication, stakeholder, startup, testing, commissioning, and closeout management, along with field inspection, photography, daily construction reporting, survey coordination, materials review, and coordination of owner-contracted testing and specialized inspection services. The SOQ must address firm experience and references, key personnel and proposed roles, project understanding, and the firm's approach. Relevant experience includes large-diameter water transmission pipelines, raw-water intakes and pump stations, constructed wetlands, levees, embankments, large-scale earthwork, flood-risk projects, and related heavy civil water-resource work. The main SOQ is limited to 20 pages, with an optional appendix of up to 10 sheets; pages must be 8.5 by 11 inches with a minimum 10-point font. Pricing, fee estimates, and billing rates must not be included. The selected firm will develop a comprehensive scope and negotiate fees separately for the selected project.
