The Military Sealift Command is soliciting proposals for one clean, approved U.S. Jones Act vessel: either an articulated, integrated, or non-connected tug-and-barge unit capable of carrying at least 150,000 barrels, or a double-hull MR tanker capable of carrying at least 260,000 barrels of clean JP-5, F-76, or JAA petroleum products. The vessel must meet detailed technical, safety, inspection, emissions, cargo compatibility, reporting, and operational requirements, including SIRE participation, current vessel certificates, segregated ballast tanks, applicable inert-gas capability, and compliance with U.S. and international maritime regulations. Amendment 0001 reopens the procurement and changes the charter period to approximately 60 days, with laydays commencing December 15, 2026, and cancelling December 18, 2026. The Government will evaluate the total charter-period cost, fuel, and other pricing elements on a dollars-per-barrel-carried basis and intends to award, without discussions, to the lowest-priced technically acceptable vessel or tug-and-barge unit. Previously submitted offerors must reaffirm or resubmit their offers; all other offerors must submit their entire offer.
