The U.S. Army Corps of Engineers, Portland District, is requesting quotes for commercial services to test the condition of the Isolated Phase Bus and Duct System at The Dalles Lock and Dam. The work also includes abating approximately 100 pounds of asbestos-containing gaskets from isolated-phase-bus hatch-panel doors and disposing of the asbestos material off Government property at approved facilities. This is a 100% small-business set-aside under NAICS 541380, Testing Laboratories and Services. Prospective offerors must be registered in SAM. Access to the CUI reference drawings requires minimum CMMC Level 2 self-verification and submission of the organization's CMMC Unique Identifier Number and CAGE Code by email. The solicitation package contains eleven attachments, including location and laydown-area maps, security and safety requirements, reference drawings, wage determinations, and two solicitation amendments. Amendment 0002 adds site-visit details and changes the quote deadline to October 28, 2026.
