Description
The U.S. Air Force is seeking a contractor to provide centralized purchasing-agent and payment-management services for authorized Air Force Junior Reserve Officers' Training Corps accoutrement items. The contractor will review requests submitted through the Government's WINGS system, verify completeness and eligibility against the authorized-item list, arrange and make payments to instructor-selected vendors, track orders, document transactions, reconcile records, and submit consolidated invoices and monthly status reports. The requirement includes customer support, handling backorders, cancellations, refunds, credits, and other transaction issues, and maintaining at least $250,000 in purchasing capability. Services will be performed primarily at the contractor's place of business while supporting AFJROTC units throughout the United States, U.S. territories, and overseas locations. The solicitation is a firm-fixed-price commercial-services RFQ with a total small-business set-aside; award will be based on technical acceptability and price. Amendment 0002 changes the period of performance from one base year plus four option years to a single 12-month period and clarifies the pricing structure: CLIN 0001 is a not-to-exceed, cost-reimbursable line item for accoutrement purchases, and CLIN 0002 is a firm-fixed-price service-fee line item.
