NOTICE TO BIDDERS SEALED BIDS will be received by the Ouachita Parish Police Jury in the Police Jury Meeting Room at 100 Bry Street, Monroe, Louisiana 71201, on or before two (2:00) PM Thursday October 22, 2026 and that the same will be opened, read aloud and tabulated in the office of the Ouachita Parish Police Jury at two (2:00) o’clock PM, Thursday October 22, 2026 and submitted to the Ouachita Parish Police Jury at a scheduled meeting for the purpose of furnishing the following: West Ouachita Branch Public Library - Storm Damage Repairs Complete Bidding Documents for this project are available in PDF form free from the Architect. There will be a MANDATORY Pre-Bid Conference at the Project Site at 9:00 AM on Friday October 9, 2026 at the at address at 188 Hwy 546, West Monroe LA, 71291. Bids shall only be accepted from Contractors who attend this meeting. All bids must be accompanied by bid security equal to five percent (5%) of the base bid and all alternates, and must be in the form of a certified check, cashier’s check or bid bond written by a company licensed to do business in Louisiana, countersigned by a person who is under contract with the surety company or bond issuer as a licensed agent in this State and who is residing in this State. No Bid Bond indicating an obligation of less than five percent (5%) by any method is acceptable. The Successful Bidder will be required to furnish a performance and payment bond written by a company licensed to do business in Louisiana, and shall be countersigned by a person who is contracted with the surety company or bond issuer as agent of the company or issuer, and who is licensed as an insurance agent in this State and who is residing in this State, in an amount equal to 100% of the contract amount. Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2192 for the classification of Roofing & Sheet Metal or Commercial Construction with Roofing sub-contractor. Bidder is required to comply with provisions and requirements of LA R.S. 38:2212(B)(5). No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214. The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(B)(1), the provisions and requirements of this Section; and those stated in the bidding documents shall not be waived by any entity. Description
The Ouachita Parish Police Jury is soliciting sealed bids for a single-prime construction contract to repair storm and water damage at the West Ouachita Branch Public Library. The base work includes replacement of 24-gauge metal roof panels and roof insulation; repair or replacement of drywall, rubber base, ceiling tiles, ceiling grid, gutters, downspouts, flashing, roof penetrations, and damaged insulation; painting; reinstallation of existing light fixtures, security cameras, and fire-alarm devices; repairs to roof purlins and fire-barrier conditions; and related demolition, patching, protection, and cleanup. The plans also include three additive alternates: replacement of specified exterior siding with metal siding, installation of a fluid-applied roof-coating system, and replacement of carpet in Areas 102 and 103. Unit-price work covers exterior-wall, roof, and ceiling insulation. Bidders must be licensed in Louisiana for Roofing and Sheet Metal or Commercial Construction with a roofing subcontractor. The project requires site verification before bidding, a mandatory pre-bid conference, bid security equal to 5% of the base bid and all alternates, and performance and payment bonds each equal to 100% of the contract amount. The specifications state that self-performance of the work is not allowed and provide a 180-calendar-day completion period after contract commencement, with liquidated damages for delay.
