Description
Broome County, through the Sheriff's Office, seeks an independent professional to strengthen community relationships and transparency, support public safety outreach, and develop and implement employee recruitment strategies. Work includes engaging community stakeholders; coordinating public-facing information and outreach; attending community meetings, events, and career fairs; advising on recruitment messaging and channels; and preparing written materials, activity reports, and strategic recommendations. The contractor will also provide an initial work plan, stakeholder engagement plan, recruitment strategy and calendar, monthly activity reports, quarterly strategic reviews, and a final report. Proposers must demonstrate relevant community engagement, public-sector communications, recruitment, and law-enforcement/public-safety experience. The solicitation specifies an associate degree in a related field, at least eight years of experience as a New York State Police Officer including investigative experience, at least three years of recruitment experience, and DCJS Crime Analyst certification. Proposals must include a technical approach and work plan, personnel qualifications and resumes, comparable experience and at least two references, a cost proposal, and required completed forms. The contract is intended to run for two years, with potential for two additional one-year terms.
