Description
The State of Delaware, through Government Support Services, is soliciting professional services for a new equipment-based, non-cloud-based NG9-1-1 solution. The scope includes a NENA i3-compliant Emergency Services IP Network, Next Generation Core Services, hosted call-handling equipment, long-term recording, text-to-9-1-1, mapping, redundancy, monitoring, security, migration, testing, training, and 24/7/365 support for eight primary and secondary PSAPs. The solution must integrate with existing ESInet/NGCS infrastructure, CAD systems from Tyler Technologies and CentralSquare, Intrado text-to-9-1-1, RapidSOS, administrative lines, and radio and recording systems. The procurement also seeks integrated public-safety software, including Computer-Aided Dispatch, Windows and iOS/Android mobile data, browser-based CAD, a Law Enforcement Records Management System, and a NERIS-compliant Fire Records Management System. Required capabilities include CAD-to-mobile and CAD-to-RMS integration, DELJIS/NCIC and LEISS interfaces, GIS and AVL mapping, fire pre-plans, NERIS tactical data, reporting, data migration, implementation, onsite training, and ongoing maintenance. The contract term is ten years with five optional one-year extensions. Vendors must submit technical, qualification, reference, pricing, operations/support, implementation, and interoperability information, along with the specified forms, appendices, pricing workbooks, questionnaires, and vendor information package.
