Description
The City seeks a consultant to assess its current policing arrangements and compare options including continuing or modifying its existing county agreement, contracting with other agencies, creating a municipal police department, and pursuing hybrid or shared-service models. The study must analyze service demand, crime and response data, staffing, costs, operational and legal requirements, recruitment, compliance, and implementation timelines, while considering non-policing strategies that could complement or reduce demand for sworn services. Deliverables include a data request and methodology, stakeholder engagement and community input, comparisons with regional municipal policing models, cost estimates for each option, a draft report for City and Council review, and a final report with findings, assumptions, cost ranges, timelines, and decision points. Proposals must include firm and team qualifications, relevant experience, work plan, similar studies, references, fee structure, assumptions, and exclusions. Insurance certificates and endorsements are required after contract execution, not with the proposal.
