The Kentucky Transportation Cabinet (KYTC) is seeking proposals from qualified consultants to provide statewide data acquisition and quality control review services for the National Bridge Inventory (SNBI). This is a statewide contract intended to select four consultants who will provide these services on an as-needed basis for a two-year term. The approximate fee per contract is $500,000, with individual work assignments not to exceed $100,000. The scope of work includes gathering and performing quality control review of new SNBI Inventory Data as required by the Specifications for National Bridge Inventory. This involves data collection in accordance with specific SNBI sections, verifying data in BrM (Bridge Management software), and maintaining data tracking with provided software or spreadsheets. Consultants will be responsible for ensuring adequate qualified personnel meet minimum State and Federal Highway Administration (FHWA) qualifications. Work may involve wading, walking on steep slopes, and taking measurements. Consultants must not employ current Commonwealth of Kentucky employees. Continuing Professional Liability Insurance of at least $250,000 and workers' compensation insurance are required. The Department will provide necessary bridge files, plans, maps, and past inspection reports. Inspectors will need to provide their own computer, personal transportation, waders, measuring devices, safety equipment, digital camera, and a handheld GPS unit (optional). Traffic control, if needed, will be negotiated per assignment.
