Description
The City of Torrance is seeking a consultant to provide a fully hosted, web-based Airport Noise and Operations Monitoring System for Torrance Municipal Airport. The scope includes all necessary software and hardware, installation or relocation of monitoring equipment, upgrades, maintenance, daily remote calibration, semiannual on-site maintenance and calibration, technical support, staff training, system documentation, and coordination with the City's information technology department. The system must monitor aircraft noise and flight operations; obtain and correlate flight tracks, aircraft identification, noise events, complaints, and potential violations; support FAA and air traffic control data interfaces where available; identify curfew, training, early-turn, noise, and other applicable violations; maintain historical and enforcement records; provide automated reporting and violation letters; and offer a mobile-accessible public complaint system and public-facing noise and flight-tracking interface. The vendor must describe its approach to ADS-B, Mode-S, radar, airport surveillance data, MLAT if applicable, data latency, track accuracy, helicopter tracking, aircraft without usable ADS-B data, and unknown aircraft handling. The initial term is three years, with two one-year options.
