Description
Douglas County is requesting proposals for the City of Omaha's exclusive shared electric scooter program. The selected operator will provide and operate a citywide fleet, initially authorized for up to 750 scooters with potential expansion to 1,000, while managing deployment, rebalancing, charging, maintenance, cleaning, customer service, parking compliance, geofencing, safety, and removal of improperly parked devices. Scooters must comply with specified speed, lighting, identification, accessibility, remote-lockdown, and consumer-safety requirements, and the operator must deploy its newest model. The proposal must address company experience and deployment history, vehicle specifications, safety and complaint history, an Omaha deployment concept, operations and maintenance, rider safety, communications and outreach, data governance and sharing, equity and economic opportunity, infrastructure investment, innovation, and fees. The operator must provide real-time and archival fleet, trip, collision, and complaint data; support testing and monitoring; provide proof of insurance; and submit references, a cost proposal, bid security, compliance forms, and a complete technical proposal. The contract has a two-year term with three one-year extension options, with operations permitted after geofence testing beginning January 1, 2027, and launch required no later than April 1, 2027.
