Description
The City seeks an independent consultant to develop, administer, score, and support promotional assessment centers for Police Department classifications, including Sergeant, Lieutenant, Captain, and Assistant Police Chief. Work includes job analysis and competency identification; development of job-related exercises, instructions, scoring criteria, and evaluation materials; assessor recruitment, training, and coordination; secure and standardized administration; scoring and quality control; and delivery of candidate scores, reports, and supporting documentation. The consultant must propose a project schedule and detailed pricing, demonstrate relevant public-safety assessment experience, and explain its validation, security, confidentiality, and defensibility practices. The City retains approval authority over the assessment process and exercises. The contract term is one year, with four one-year extension options.
