The Texas Military Department seeks competitive sealed proposals from general contractors to modernize and renovate an approximately 129,000-square-foot Army National Guard readiness center. The work includes construction labor, materials, equipment, coordination, and supervision; correction of health, safety, and code deficiencies; and improvements to mission capabilities and force protection. Interior work spans structural, architectural, interior, fire protection, plumbing, mechanical, electrical, and IT/telecom trades. Exterior work includes civil modifications for utilities, drainage, lighting, pavement, and fencing, as well as lead-related work and mold remediation. The estimated base construction budget is $25 million, with estimated proposal options totaling $6.2 million. The proposal must include the completed proposal form and work breakdown schedule, a contractor questionnaire, a subcontracting plan, a notarized non-collusion affidavit, and a bid bond of at least 5% of the proposal base amount with its associated power of attorney. A hard copy and electronic USB copy of the MS Project Gantt chart are required. Proposals must be delivered by mail or in person; email and fax submissions are not accepted. Attendance at one of the two mandatory site visits is required to remain eligible. The contract period will be set in the Notice to Proceed, and the solicitation gives an approximate project completion date of October 2028.
