CITY OF ROGERS, ARKANSAS SAFE STREETS AND ROADS FOR ALL (SS4A) GRANT PROGRAM REQUEST FOR LETTERS OF INTEREST HIGH INJURY NETWORK LIGHTING, SIGNING, AND STRIPING STUDY The City of Rogers, Arkansas requests letters of interest from qualified consulting firms for professional planning, engineering, and related services for a High Injury Network (HIN) Lighting, Signing, and Striping Study. Selection will follow 23 CFR Part 172, Procurement, Management, and Administration of Engineering and Design Related Services. This project is funded through the U.S. Department of Transportation (USDOT) Safe Streets and Roads for All (SS4A) grant program, administered by the Federal Highway Administration (FHWA), Assistance Listing No. 20.939, Federal Award No. 693JJ32640757. This procurement is subject to 2 CFR Part 200, 23 CFR Part 172, and the City's SS4A Grant Agreement. All work is subject to FHWA review and approval. Description
The City of Rogers, Arkansas is seeking letters of interest from qualified consulting firms for professional planning, engineering, and related services for a High Injury Network Lighting, Signing, and Striping Study. The consultant will assess lighting, signing, and striping on non-Arkansas Department of Transportation-maintained high-injury corridors identified in the City's Comprehensive Safety Action Plan and the Northwest Arkansas Regional Vision Zero Plan. The listed corridors include Dixieland Road; North 24th Street; South 1st Street; West Olive Street; West Persimmon Street; West New Hope Road; West Pleasant Grove Road; South 26th Street/South Pleasant Crossing Boulevard; and West Pleasant Crossing Drive. The work will build on the City's 2023–2024 striping inventory; evaluate conditions against MUTCD, PROWAG, and AASHTO standards; identify deficiencies; prioritize systemic improvements consistent with FHWA Proven Safety Countermeasures; prepare planning-level cost estimates; and produce an implementation guide and public final report suitable for adoption as a Comprehensive Safety Action Plan supplement. Selection will use qualifications-based evaluation, with shortlisted firms later receiving a scope of work and being asked to submit detailed proposals. The project is funded through the Safe Streets and Roads for All grant program and is subject to applicable federal procurement and grant requirements and FHWA review and approval.
