Description
The Housing Authority of the City of Los Angeles is seeking a qualified consultant to provide technical assistance and serve as a third-party Community Workforce Agreement (CWA) Administrator. Services include developing CWA administration processes and manuals; monitoring contractor and subcontractor compliance; reviewing labor, Section 3, apprenticeship, hiring, dispatch, and payroll information; administering pre-job and work assignments; coordinating labor-management and advisory committees; managing grievances and disputes; supporting corrective actions; maintaining centralized records; preparing monthly compliance reports; and providing staff training as requested. The work will initially support the Jordan Downs Phase S6 redevelopment project, a proposed mixed-use development with approximately 100 apartment units and commercial space, and may be expanded to other redevelopment projects in the Housing Authority's portfolio. The solicitation requests an all-inclusive hourly rate and identifies experience with California project labor agreement or CWA administration, HUD-funded projects, and labor compliance for public housing redevelopment as relevant qualifications. The proposed contract is for one year with four one-year option terms. Subcontracting is prohibited unless approved by the Housing Authority and the subcontractor is identified in the quote.
