Description
The City seeks a qualified planning consultant or multidisciplinary team to prepare a new citywide master plan under the Michigan Planning Enabling Act. The work includes existing-conditions analysis, community engagement, a long-range land-use framework, and integrated economic development and downtown revitalization components. The plan must address redevelopment, housing, mobility, infrastructure coordination, flood mitigation, and community resilience, and include prioritized implementation actions, responsible parties, potential funding sources, and performance measures. The scope also includes zoning consistency recommendations, draft-plan preparation, public and commission review and adoption support, and final plan materials with maps, graphics, editable files, and GIS data. The anticipated project budget is approximately $175,000. Proposals must include the requested technical approach, team and comparable experience, at least five references, a lump-sum fee by task, and the required forms and certifications.
