Description
The City of Sterling Heights is seeking a consultant for two related but separately funded projects in the North Van Dyke Avenue District. The first project, funded through CDBG-DR and capped at $408,500, requires site surveys and existing-conditions assessments, geotechnical and infiltration testing, stormwater and hydraulic analysis, public and stakeholder engagement, alternative site concepts, preliminary design concepts capped at 60% design, permitting feasibility and coordination, and a FEMA benefit-cost analysis at five priority locations. The work will address flooding, stormwater management, green infrastructure, resilience, walkability, placemaking, and future implementation funding. The second project, funded through BUILD and capped at $2,210,640, requires final design and bid-ready construction documents for roadway reconfiguration, reconstruction, and multimodal improvements along North Van Dyke Avenue, Utica Road, and Riverland Drive. Services include existing-conditions data collection, traffic, safety, and multimodal evaluations, surveying and base mapping, environmental review, utility and agency coordination, public engagement, permitting, cost estimating, and final plans, specifications, and bid documents. Proposals must include separate written and confidential cost proposal PDFs, completed qualification and reference forms, a signed hold-harmless and indemnity form, and a non-Iran-linked business certification.
