Description
The City of Allentown is soliciting proposals for a comprehensive citywide parking inventory and density study covering on-street and off-street parking across all zoning districts. The selected consultant must combine field verification, aerial imagery, existing GIS layers, City records, Parking Authority data, and other appropriate sources to document parking supply, capacity, utilization, zoning context, data confidence, and data age. Required deliverables include an interactive web-based GIS map compatible with the City's existing GIS platform; presentation-ready static maps; an editable geospatial dataset; a methodology report; a user guide for non-GIS-specialist planning and zoning staff; and recommendations for ongoing data maintenance. The contract term is six months, with a possible two-month extension. The total cost proposal must be $20,000 or less and must be submitted separately from the technical proposal.
