Description
The Federal Aviation Administration is conducting a competitive selection for up to eight Other Transaction Agreements with State, Local, Tribal, and Territorial government offerors under the BEYOND Phase 2 program. Selected participants will propose and execute goals involving unmanned aircraft systems and emerging aviation technologies, with emphasis on infrastructure, scalability, safety, automation, public safety, controlled airspace, remote and rural operations, on-airport operations, and cross-border operations. Each proposal must describe up to four goals, proposed UAS operations, industry partners, requested FAA approvals or guidance, contributions to program key performance indicators, expected societal and economic impacts, and a detailed timeline. A single PDF technical submission package of no more than 26 pages is required, with executed teaming agreements and letters of intent or attestation appended to the same file without counting toward the page limit. The resulting OTA period begins at award and terminates September 30, 2028, unless the program termination date is extended by statute. There is no FAA funding; each party bears its own response and performance costs.
