Description
The Department of Veterans Affairs, Network Contracting Office 4, intends to award a sole source, Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract to Edwards Lifesciences LLC for structural heart valves. This contract will be for an ordering period of five years and will include a consignment agreement for the Pittsburgh VA Medical Center. The contract aims to standardize the procurement process for structural heart valves, ensuring an efficient, reliable, and uninterrupted supply for the Cardiac Surgery Service. Key components include the provision of various sizes and specifications of Edwards Lifesciences Structural Heart valves, standardized consignment terms, delivery and logistics management, and documentation for usage and inventory tracking. The agreement will also accommodate new product introductions and modifications through mutual agreement. The consignment terms stipulate that the contractor will provide and maintain an inventory of valves at VAPHS on a consignment basis. The government is responsible for the safekeeping and use of items, which must be stored in a locked cart. Inventory levels will be mutually determined and adjusted based on demand. The contractor is responsible for inventory maintenance, including removing or replacing items nearing expiration. Ownership and title remain with the contractor until items are used and a purchase order is issued. Replacement products must be delivered within two business days. The contract period is anticipated to be five years.
