The City of Atlanta Department of Transportation, in partnership with the PATH Foundation, is seeking a qualified consultant for Phase I of the PATH Lakewood Trail. The project will connect the Southside Beltline Trail to the Southtowne Trail at South Bend Park, with Phase I extending from the Southside Trail to Pryor Road at Meldon Avenue. The work includes reviewing or revising the approved concept report; preparing preliminary and final design plans; roadway, bridge, traffic, utility, right-of-way, drainage, signing, marking, signal, erosion-control, and construction-bidding plans; cost estimates; quality-control reviews; and coordination through the applicable design-review and approval processes. The scope also includes environmental resource studies and NEPA documentation, with an effort to qualify for a Categorical Exclusion; surveys and analyses as needed; public and stakeholder engagement; meetings and meeting materials; and preparation of the listed design, environmental, right-of-way, construction, cost-estimate, and engagement deliverables. The prime consultant must be prequalified by the Georgia Department of Transportation in specified roadway, bicycle and pedestrian facility, bridge, construction engineering and supervision, and erosion-control area classes. The consultant team must collectively satisfy additional prequalification classes, including NEPA, history, air quality, noise, ecology, archaeology, traffic, landscape architecture, utility coordination, surveying, aerial photography, subsurface utility engineering, bridge foundation, and erosion-control inspection requirements. The contract has a three-year base period with one one-year renewal option and will be delivered through task orders.
