Description
The City of Platteville is soliciting proposals for public fixed-route bus service within the city, consisting of two routes operated on a scheduled basis during the academic year. The contractor must provide qualified employee drivers, operate an automated dispatch and communications system, maintain trip and revenue records, assist elderly and disabled passengers, and comply with ADA, federal transit, drug and alcohol testing, licensing, and reporting requirements. The contractor must maintain a qualifying fleet, including at least two vehicles of model year 2019 or newer capable of carrying at least 15 passengers; two accessible municipal vehicles may be leased at $1 per vehicle per year, subject to availability. The contract has a two-year base period from January 1, 2027, through December 31, 2028, with three one-year renewal options. Proposers must submit hourly rates for the base period and all option years, along with a detailed technical proposal addressing qualifications, experience, references, personnel, fleet and maintenance capabilities, operations, financial stability, insurance, record keeping, subcontractors, and required federal clauses. The solicitation is federally funded and requires a signed federal clauses document, pricing proposal, proposal forms, references, fleet and maintenance information, insurance information, and record-keeping information.
